A new wrangle has broken out over the building licence granted to owners of Lagoa’s Alagoas Brancas wetland. While environmentalists claim the licence lapsed 18 months ago, regional environmental agency APA says it hasn’t. The controversy follows a visit by Almargem association and protestors to Lagoa mayor, Francisco Martins. Documents Martins showed them apparently revealed development permission was granted by APA in July, 2013, valid for only two years. But APA spokesperson Anabela Dores says this is not true.
