13 secretaries appointed in key ministries

As many as 13 new secretaries have been appointed in key ministries, including information broadcasting (ib), finance, law and chemical fertiliser, and home, among others. Ajay Mittal, who is currently posted in Himachal Pradesh, is set to become the new IB secretary. Environment secretary Ashok Lavasa has been appointed as secretary in finance ministry’s department of expenditure. Ajay Narayan Jha, currently special secretary in finance ministry’s expenditure department, will be the new environment secretary. Snehlata Shrivastava, currently special secretary in finance ministry’s department of financial services, is the new law secretary. Hem Kumar Pande, secretary in department of official language, is appointed as secretary in the consumer affairs department.

Senior IAS officer Sunil Arora was today appointed as the new secretary in the information and broadcasting ministry, succeeding Bimal Julka whose tenure ends on Monday. The appointment of Mr Arora, a 1980-batch IAS officer of Rajasthan cadre and presently secretary, ministry of skill development and entrepreneurship, comes at a time when the IB ministry is in the midst of several important activities, including the e-auctions of phase III FM radio stations and phase III and IV of digitisation. Senior IAS officer Shaktikanta Das was appointed as the new economic affairs secretary, while Hasmukh Adhia will replace him as revenue secretary as part of a major top-level bureaucratic reshuffle by the government. These new names were approved on Friday by the Appointments Committee of Cabinet headed by Prime Minister Narendra Modi. Mr Das, a 1980-batch Tamil Nadu cadre officer, was holding the post of revenue secretary and will assume charge after the retirement of current economic affairs secretary Rajiv Mehrishi on August 31 this year. Mr Adhia, a 1981-batch IAS officer of Gujarat cadre, was financial services secretary and will replace Mr Das as the revenue secretary. Anjuly Chib Duggal, a 1981-batch IAS officer of the Punjab cadre, has been appointed as the new financial services secretary. Tapan Ray, a 1982-batch IAS officer of the Gujarat cadre, will replace Mr Duggal as secretary in the ministry of corporate affairs. Mr Ray, a mechanical engineer and then a law graduate, is also a post-graduate in public policy and international affairs and holds diplomas in German language, international law and international business. Earlier, he served in various roles in Gujarat between 1984 and 1994, after which he held various positions at Centre in power, science and technology, textiles and defence ministries before going back to the state cadre in 2006. He has been in the communications and IT ministry at Centre for about one year since September 2014.

Georgi Kostov has been appointed as new Chief Secretary of the Interior Ministry, the President’s press office announced on Wednesday. President Rosen Plevneliev has signed a decree accepting the resignation of Svetlozar Lazarov and appointing Kostov to the top post, the press office said in a statement. Kostov was nominated for Chief Secretary by the cabinet earlier on Wednesday The Chief Secretary is the professional in charge of day-to-day running of the Interior Ministry and works closely with the Interior Minister who provides political guidance. Also on Wednesday, Parliament approved Deputy PM Rumyana Bachvarova as Bulgaria’s new Interior Minister, replacing Veselin Vuchkov who resigned last week. By another decree President Plevneliev dismissed the chief of domestic security service DANS Vladimir Pisanchev who has also resigned. DANS deputy director Nedyalko Nedyalkov will fulfil Pisanchev’s duties until a new head of the agency is appointed, the government has decided. Deputy Interior Minister Tsvyatko Georgiev is one of the most likely successors to Pisanchev, Trud daily said on Monday.
